Public Assistance
Under current law, DCF is directed to allocate in each fiscal year specific amounts of money, including federal moneys received under the Temporary Assistance for Needy Families (TANF) block grant program, for various public assistance programs. This bill directs DCF to allocate in TANF block grant moneys $187,500 in fiscal year 2017-18 and $250,000 in fiscal year 2018-19 to establish a five-year offender reentry demonstration project focused on noncustodial fathers in the city of Milwaukee.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
Section 1. 49.175 (1) (y) of the statutes is created to read:
49.175 (1) (y) Offender reentry demonstration project. For the offender reentry demonstration project under s. 49.37 (1), $187,500 in fiscal year 2017-18 and $250,000 in fiscal year 2018-19.
Section 2. 49.37 of the statutes is created to read:
49.37 Offender reentry demonstration project. (1) Beginning in fiscal year 2017-18, the department of children and families shall establish a 5-year offender reentry demonstration project focused on noncustodial fathers in a 1st class city.
(2) Upon completion of the demonstration project under sub. (1) and by June 30, 2023, the department of children and families shall conduct an evaluation of the demonstration project.
