1. After-school program grants
This bill creates a grant program under which DPI must award grants to support high-quality after-school programs and out-of-school-time programs to organizations that provide services to school-age children.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
Section 1. 20.255 (2) (dk) of the statutes is created to read:
20.255 (2) (dk) After-school and out-of-school-time programs; grants. Biennially, the amounts in the schedule for after-school and out-of-school-time program grants under s. 115.446.
****Note: This Section involves a change in an appropriation that must be reflected in the revised schedule in s. 20.005, stats.
Section 2. 115.446 of the statutes is created to read:
115.446 After-school and out-of-school-time programs; grants. From the appropriation under s. 20.255 (2) (dk), the department shall award grants to support high-quality after-school programs and out-of-school-time programs to organizations that provide services to school-age children. The department may promulgate rules to implement and administer this section.
Section 9134. Nonstatutory provisions; Public Instruction.
(1) After-school program grants; emergency rules. The department of public instruction may promulgate emergency rules under s. 227.24 to implement and administer s. 115.446. Notwithstanding s. 227.24 (1) (c) and (2), emergency rules promulgated under this subsection remain in effect until July 1, 2020, or the date on which permanent rules take effect, whichever is sooner. Notwithstanding s. 227.24 (1) (a) and (3), the department is not required to provide evidence that promulgating a rule under this subsection as an emergency rule is necessary for the preservation of the public peace, health, safety, or welfare and is not required to provide a finding of emergency for a rule promulgated under this subsection.
