Under this bill, with certain exceptions, a technical college district board's revenue, defined as the sum of its tax levy for operations and the amount of aid it receives for property tax relief and tax-exempt personal property, in a school year may not exceed its revenue in the previous school year increased by 2 percent, or the district's valuation factor, whichever is greater. A district's valuation factor is the percentage change in the district's equalized value due to new construction, less improvements removed. Current law limits the increase to a district's valuation factor.
For further information see the state and local fiscal estimate, which will be printed as an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
Section 1. 38.16 (3) (be) of the statutes is amended to read:
38.16 (3) (be) Notwithstanding sub. (1), no district board may increase its revenue in the 2014-15 school year or in any school year thereafter by a percentage that exceeds 2 percent, or the district's valuation factor, whichever is greater, except as provided in pars. (bg) and (br).
Section 9342. Initial applicability; Technical College System.
(1) Revenue limits. The treatment of s. 38.16 (3) (be) first applies to revenue increases in the 2019-20 school year.
