1997 Assembly Joint Resolution 113
ENROLLED JOINT RESOLUTION
Relating to: honoring Charles Higgs upon his retirement.
Whereas, Charles Higgs has announced his retirement from the Department of Natural Resources; and
Whereas, he was born on March 1, 1940, in Eads, Tennessee, graduated from Elston Senior High School in Michigan City, Indiana, and obtained a bachelor of science degree, with a major in forestry, from the University of Michigan; and
Whereas, upon his graduation Mr. Higgs began work as the assistant manager of the Hayward State Tree Nursery; and
Whereas, due to his competence, knowledge and managerial skill he was frequently appointed to more demanding positions, culminating in his service as Wisconsin State Forester from 1989 to the present; and
Whereas, among his accomplishments are playing an important role in integrating the fire and forest management programs, promoting the concept of sustainable forestry, leading the review of this state's forest fire program, strengthening the county forest program and taking the lead in revising the state's forestry statute; and
Whereas, in addition to his professional accomplishments he has the ability to listen to others and is deeply concerned about his colleagues; now, therefore, be it
Resolved by the assembly, the senate concurring, That the members of the Wisconsin legislature recognize Charles Higgs' stature as a model public employe, salute him for his contributions to this state and wish him a long, healthy and enjoyable retirement; and, be it further
Resolved, That the assembly chief clerk shall provide a copy of this joint resolution to Charles Higgs.
