Senate Joint Resolution 1
ENROLLED JOINT RESOLUTION
Relating to: commending and congratulating Philip J. Scherer for his service and thanking him for his contribution to the Transportation Development Association of Wisconsin, Inc., and the people of Wisconsin.
Whereas, Philip J. Scherer began his long and illustrious career in transportation planning by serving for approximately 3 years as an associate planner for the city of Racine; and
Whereas, he worked for 6 years as a senior planner with the Milwaukee office of a national architectural, engineering, and planning firm, directing many urban and regional planning activities and providing planning assistance on many transportation projects; and
Whereas, Phil Scherer then worked for 12 years as the lead senior planner overseeing all functional planning programs at the Northwest Regional Planning Commission, taking full responsibility for the 10-county commission's transportation planning program; and
Whereas, he was appointed executive director of the Transportation Development Association of Wisconsin, Inc. (TDA) in February, 1987, and during his time in that position has developed TDA into the preeminent statewide transportation association, which is recognized statewide and nationally for its knowledge, expertise, and balanced approach to the promotion and improvement of all modes of transportation in Wisconsin and represents over 500 members statewide; and
Whereas, during his tenure as executive director of TDA, Phil Scherer has become a trusted advisor and resource to many members of the legislature on transportation issues, known for the factual, unbiased, and thorough information he makes available to assist them in understanding the complex issues associated with transportation policy; and
Whereas, over the years he has served on many local, state, and regional boards and committees, including 9 years as a town chairman, as well as service on state-wide highway, rail, aviation, and energy committees; and
Whereas, on the national level, Philip J. Scherer has served as chairman of the Better Roads and Transportation Council of America, an organization that gave Phil its highest award for excellence in public education efforts relative to transportation; and
Whereas, Phil has been recognized for his contributions to transportation in Wisconsin by many organizations, including the National Association of Development Organizations, which recognized Phil with an award for pioneering a program designed to help local officials efficiently and effectively manage their roadway systems - a program that is now being used by hundreds of counties, cities, villages, and towns in the state and that has become commonly known in Wisconsin as the PASER system; and
Whereas, Phil Scherer is now retiring from the position of executive director of the TDA - a position that he has held for 15 years; and
Whereas, Philip J. Scherer's leadership has made innumerable, significant, and long-lasting improvements to transportation in the state of Wisconsin; now, therefore, be it
Resolved by the senate, the assembly concurring, That the members of the Wisconsin legislature hereby commend and congratulate Philip J. Scherer for his service, thank him for his contribution to TDA, and wish him the best of luck in his future endeavors; and, be it further
Resolved, That the senate chief clerk shall provide a copy of this joint resolution to Philip J. Scherer and TDA.
