2001 Assembly Resolution 31
ENGROSSED RESOLUTION
Relating to: the life and public service of Professor Joel Carl Welty.
Whereas, Professor Joel Carl Welty was born on May 30, 1901, 100 years ago on this date, and died in 1986 at age 85; and
Whereas, Professor Welty received his Ph.D. from the University of Chicago and was a distinguished professor of biology at Beloit College for over 30 years, retiring in 1966; and
Whereas, he became a world-renowned ornithologist and wrote an outstanding textbook, The Life of Birds, which was widely used by colleges and universities for many years; and
Whereas, Professor Welty was a great humanitarian, spending nearly a year, in 1947, as team leader of a group helping to rebuild Koblenz, Germany, helping thousands of desperate children and adults, and risking his life against rampant disease and a brutally cold winter with no heat or electricity; and
Whereas, the city of Koblenz honored Professor Welty by naming a street after him years later; and
Whereas, he and his wife, Susan, built a beautiful 12-acre bird sanctuary, located in the Town of Turtle, Rock County, where they lived for many years; and
Whereas, he has been inducted into both the Rock County Hall of Fame and the Beloit Hall of Fame and in 1991 the city of Beloit named the proposed environmental center after him; and
Whereas, Professor Welty will be remembered by all who knew him well as a most friendly and warm person, always willing to help in some manner, and never shrugging off hard work; now, therefore, be it
Resolved by the assembly, That the members of the Wisconsin assembly commend the devoted humanitarian and naturalist, Professor Joel Carl Welty, on the anniversary of his 100th Birthday; and, be it further
Resolved, That the assembly chief clerk shall transmit a copy of this resolution to the city of Beloit and to Beloit College.
