2003 WISCONSIN ACT
An Act to amend 23.0917 (5m) (a); and to create 23.0917 (6m) of the statutes; relating to: Joint Committee on Finance review of stewardship acquisitions.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
SB252, s. 1 Section 1. 23.0917 (5m) (a) of the statutes is amended to read:
23.0917 (5m) (a) Beginning in fiscal year 1999-2000, the department, subject to the approval of the governor and the joint committee on finance under sub. (6) (6m), may obligate under the subprogram for land acquisition any amount not in excess of the total bonding authority for that subprogram for the acquisition of land.
SB252, s. 2 Section 2. 23.0917 (6m) of the statutes is created to read:
23.0917 (6m) Review by joint committee on finance. (a) In addition to obtaining any necessary approval of the building commission under s. 13.48 or 13.488, the department may not obligate from the appropriation under s. 20.866 (2) (ta) for a given project or activity any moneys unless it first notifies the joint committee on finance in writing of the proposal. The cochairpersons of the committee shall notify the members of the committee of receipt of the proposal. If 3 or more of the members of the committee object to the proposal within 13 working days after the date of the department's notification, the cochairpersons of the committee shall schedule a meeting to review the proposal. If the cochairpersons of the committee do not notify the department within 14 working days after the date of the department's notification that the committee has scheduled a meeting to review the proposal, the department may obligate the moneys. If, within 14 working days after the date of the notification by the department, the cochairpersons of the committee notify the department that the committee has scheduled a meeting to review the proposal, the department may obligate the moneys only upon approval of the committee.
(b) Paragraph (a) applies only to an amount for a project or activity that exceeds $250,000, except as provided in par. (c).
(c) Paragraph (a) applies to any land acquisition under sub. (5m).
