2007 Assembly Joint Resolution 84
ENROLLED JOINT RESOLUTION
Relating to: commending Peter J. Dykman for his many years of service to the Wisconsin legislature and the people of Wisconsin.
Whereas, in August 2006, Peter J. Dykman retired after a long and fruitful career of service to the Wisconsin legislature; and
Whereas, Peter earned his bachelor's degree in business administration from the University of Wisconsin-Madison and his law degree from the University of Wisconsin Law School; and
Whereas, Peter began his long and distinguished career of legislative service when he joined the Legislative Reference Bureau as a bill drafter in 1970; and
Whereas, Peter's talent was quickly recognized, and he served as director of legislative attorneys for the Legislative Reference Bureau from 1975 to 1994, as deputy chief from 1986 to 1994, as acting chief from 1994 to 1998, and as general counsel and deputy chief until his retirement; and
Whereas, Peter was one of the primary architects of the integrated text processing system used by the legislature to manage bills, amendments, and resolutions from their conception to passage and publication; and
Whereas, Peter represented this state as a member of the National Conference of Commissioners on Uniform State Laws for more than 30 years, earning the coveted status of life member; and
Whereas, Peter was widely recognized as an expert on legislative process and parliamentary law and was frequently consulted on these subjects by members of the legislature, the press, and the public; and
Whereas, Peter always gave generously of his time and talent to pass along the knowledge and insight that he had gained in his long career, acting as a mentor for many legislative employees both at the Legislative Reference Bureau and in the legislature generally; and
Whereas, Peter's focus was always on how best to serve the legislature, and the many significant organizational changes he implemented at the Legislative Reference Bureau all served to improve service to the legislature; now, therefore, be it
Resolved by the assembly, the senate concurring, That the Wisconsin legislature expresses its warm appreciation to Peter J. Dykman for his decades of valuable service, salutes his integrity and love for the institution, and wishes him a long, fruitful, healthy, and happy retirement; and, be it further
Resolved, That the assembly chief clerk shall provide Peter J. Dykman with a copy of this joint resolution.
