2013 Senate Joint Resolution 11
ENROLLED JOINT RESOLUTION
Relating to: recognizing Black History Month.
Whereas, Americans have recognized Black history annually since 1926, first as "Negro History Week" and later as "Black History Month," and the Wisconsin legislature has commemorated February as Black History Month to honor the lives and contributions of Wisconsin African American citizens; and
Whereas, Lloyd Barbee was an attorney who founded the Milwaukee United School Integration Committee (MUSIC), fought with courage and dedication for the equality of all citizens, led the initiative for the desegregation of Milwaukee public schools, and served as a member of the Wisconsin state assembly from 1965 to 1977, representing portions of Milwaukee's north side; and
Whereas, John Jefferson honorably served the United States of America as the commanding officer of the 8th Wisconsin Infantry Regiment and was wounded at the Battle of Vicksburg while leading brave Wisconsin soldiers in a struggle to preserve the Union and freedom for all Americans; and
Whereas, Colonel James John Powell, a resident of Milwaukee, honorably served in the United States Army Air Corps as part of the Tuskegee Airmen 332nd Fighter Group, piloted B41 and B40 aircrafts, flew missions over Berlin, Naples, and Sicily, and continued serving in the Armed Forces until 1982; and
Whereas, Lauri Wynn served as the first female African American president of the Wisconsin Education Association Council from 1973 to 1976, and continues to advocate to protect the rights of all children to have equal opportunities and education in public schools; now, therefore, be it
Resolved by the senate, the assembly concurring, That the legislature of the state of Wisconsin recognizes the month of February 2013 as "Black History Month," and extends thanks and praise to the above-named persons for their contributions to the state of Wisconsin and their fellow citizens.
