ENROLLED JOINT RESOLUTION
Relating to: the life and public service of Orlan Prestegard.
Whereas, Orlan Prestegard was born to Albert and Mary Prestegard on their family farm near Readstown, Wisconsin, on February 1, 1921, and died on May 21, 2012, in Madison at the age of 91; and
  Whereas, Orlan graduated from Readstown High School in 1938 and worked on his family's farm before serving his country in the U.S. Army as a commissioned second lieutenant from 1942 to 1947, receiving a Purple Heart; and
  Whereas, he was a passionate and curious student who studied economics and received his bachelor's and master's degrees from the University of Wisconsin–Madison; and
  Whereas, Orlan had diverse interests and talents that led him to work as a stockbroker, rural mail carrier, and postmaster in his native Readstown; and
  Whereas, Orlan Prestegard continued his education by earning his doctorate in law from the University of Wisconsin–Madison in 1965; and
  Whereas, Orlan began serving the Wisconsin legislature in 1965 and, over the course of his ten years with the Legislative Council, staffed committees such as judiciary, children's code, public welfare, taxation, court reorganization, uniform commercial code, and criminal penalties, and was made senior staff attorney after five years; and
  Whereas, Orlan Prestegard succeeded James Burke as revisor of statutes, appointed to the position by the Joint Committee on Legislative Organization in 1975, and for nearly 15 years, excelled at duties such as overseeing the editing and publication of biennial editions of the Wisconsin statutes and preparing revision and correction bills for introduction in the legislature; and
  Whereas, Orlan traveled the world with his wife, Barbara, visiting every continent except Antarctica and learning about other cultures, and in his spare time enjoyed woodworking, photography, painting, flying, gardening, reading, and bird watching; and
  Whereas, he was committed to serving his church and community throughout his life; and
  Whereas, Orlan Prestegard was a loving and committed husband to his wife of 47 years, Barbara; stepfather of Brian, Stuart, and Paul; grandfather of 11; and great-grandfather of 32; now, therefore, be it
Resolved by the senate, the assembly concurring, That the members of the Wisconsin legislature commend the devoted public service that Orlan Prestegard contributed to this state and his community, express their sorrow at his death, and extend their condolences to his family and friends.
