2015 Assembly Joint Resolution 95
ENROLLED JOINT RESOLUTION
Relating to: the public service of Vicki R. Holten.
Whereas, Vicki Holten was born in Madison, Wisconsin, the daughter of Vivian and Roger Holten and the sister of Laura, Larry, Mark, and Brian; and
Whereas, Vicki graduated from La Follette High School in Madison in June 1971 and began her service to the state on June 28, 1971, as staff to the federal manpower program in the Department of Administration; and
Whereas, from 1972 to 1977, Vicki was employed in the central personnel office in the Department of Health and Social Services and held a number of important positions with Wisconsin's Manpower Council and the Governor's Manpower Office; and
Whereas, on September 5, 1977, Vicki brought her many talents to the Legislative Fiscal Bureau and began her career with the Bureau, which would extend into its 39th year; and
Whereas, as the Bureau's Administrative Assistant, Vicki was responsible for all matters related to personnel, payroll, budget, procurement, and accounting; and
Whereas, Vicki ably assisted the Senate, Assembly, and legislative service agencies with the development and monitoring of their biennial budgets; and
Whereas, Vicki coordinated the Joint Finance Committee's public hearings on the state's budget and served as a liaison between the Fiscal Bureau and the co-chairs and members of the Finance Committee on scheduling executive sessions and other matters before the Committee; and
Whereas, in addition to her numerous responsibilities, Vicki was a trusted advisor to the Director of the Fiscal Bureau and was admired and respected by each of the Bureau's 163 staff members with whom she worked; and
Whereas, Vicki has generously served her McFarland community with her remarkable volunteer efforts, including founding the Shared Table, which serves a weekly meal open to all; spearheading efforts to restore and maintain the Larson House, a historic site in her community; and organizing and conducting numerous programs and activities at the McFarland Lutheran Church; and
Whereas, Wisconsin's First Lady, Tonette Walker, declared Vicki Holten a "Wisconsin Hero" in August 2014 because of her outstanding community service; and
Whereas, her charming personality, positive demeanor, integrity, and sense of service endeared her to all who came to know her; now, therefore, be it
Resolved by the assembly, the senate concurring, That the Wisconsin legislature congratulates and extends its gratitude to Vicki Holten for her remarkable service to the Legislative Fiscal Bureau, legislature, state government, the McFarland community, and the citizens of Wisconsin and wish her, her husband Steve Schoenberger, her son Robert, her daughter Cassandra, and her entire family many enjoyable years in her retirement.
