Relating to the Creation of the Commission on State/Local Partnerships for the Twenty-First Century
WHEREAS, the Twenty-First Century will present new challenges to Wisconsin; and
WHEREAS, there is a need to assess the roles of state and local governments to insure that state and local governments are properly structured to respond to the new challenges that will face Wisconsin in the Twenty-First Century; and
WHEREAS, it is important that there be a strong partnership between state and local governments to insure the effective delivery of services to the citizens of Wisconsin; and
NOW, THEREFORE, I, TOMMY G. THOMPSON, Governor of the State of Wisconsin, by the authority vested in me by the Constitution and the laws of this State, and specifically by Section 14.019 of the Wisconsin Statutes, do hereby:
1. Create the Commission on State/Local Partnerships for the Twenty-First Century (hereinafter, "Commission"); and
2. Provide that the Commission shall be composed of not more than thirty-two(32) members, appointed by the Governor to serve at the pleasure of the Governor; and
3. Provide that the Governor shall designate one (1) member of the Commission as its chair to serve in that capacity at the pleasure of the Governor; and
4. Provide that the Commission shall have the following purpose and mission:
a. Assess the challenges that Wisconsin will face in the Twenty-First Century; and
b. Assess the ability of the current structure of state and local governments to meet the challenges of the Twenty-First Century; and
c. Make recommendations to strengthen the partnership between state and local governments to insure Wisconsin is fully prepared to meet the challenges of the Twenty-First Century; and
5. Require the Commission to submit to the Governor a final report on its findings and recommendations; and
6. Direct the Secretary of the Department of Administration and all other state agencies to provide the Commission with administrative and support services and with such sums of money as are necessary for travel and operating expenses in accordance with section 20.505(3)(a) of the Wisconsin Statutes; and
