AB194,1,3 1An Act to renumber 343.17 (2); to amend 343.50 (3); and to create 343.17 (2)
2(b) of the statutes; relating to: the information contained on operator's licenses
3and identification cards.
Analysis by the Legislative Reference Bureau
Under current law, the department of transportation (DOT) issues operator's
licenses and identification cards. This bill requires each operator's license and
identification card to include a hologram (a pattern produced on a photosensitive
medium), and a magnetic strip that is machine-readable and on which is encoded
the person's name, identifying driver number and other information determined by
DOT.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB194, s. 1 4Section 1. 343.17 (2) of the statutes is renumbered 343.17 (2) (a).
AB194, s. 2 5Section 2. 343.17 (2) (b) of the statutes is created to read:
AB194,2,26 343.17 (2) (b) Each license document shall include a hologram and a
7machine-readable magnetic strip on which is encoded the person's name, identifying
8driver number, and any other information specified under sub. (3), as determined by
9the department. For purposes of this paragraph, "hologram" means a pattern

1produced on a photosensitive medium that has been exposed by the technique of
2producing images by wave-front reconstruction and photographically developed.
AB194, s. 3 3Section 3. 343.50 (3) of the statutes is amended to read:
AB194,2,124 343.50 (3) Design and contents of card. The card shall be the same size as an
5operator's license and shall comply with s. 343.17 (2) (b), but shall be of a design
6which is readily distinguishable from the design of an operator's license and bear
7upon it the words "IDENTIFICATION CARD ONLY". The information on the card
8shall be the same as specified under s. 343.17 (3). The card may serve as a document
9of gift under s. 157.06 (2) (b) and (c) and the holder may affix a sticker thereto as
10provided in s. 343.175 (3). The card may also serve as a document of refusal to make
11an anatomical gift under s. 157.06 (2) (i). The card shall contain the holder's
12photograph and, if applicable, comply with the requirement of s. 343.17 (3) (a) 12.
AB194, s. 4 13Section 4. Effective date.
AB194,2,15 14(1)  Magnetic encoding. This act takes effect on the first day of the 7th month
15beginning after publication.
