AB253,1,2 1An Act to amend 86.315 (1) of the statutes; relating to: aids for county forest
2roads and making an appropriation.

Under current law, a county forest road aid program assists counties with the
costs of improving public roads in county forests. The roads must meet the roadway
width and surface width design standards prescribed for local service, intermittent
traffic town roads but may not be state trunk highways or any county trunk highway
or town road for which local transportation aid is paid. The aid program provides
$200 per mile of qualifying road designated in the comprehensive county land use
plan approved by the county board and the department of natural resources. The
aids are paid annually by the department of transportation.
This bill increases the county forest road aid rate per mile from $200 to $600.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB253, s. 1 3Section 1. 86.315 (1) of the statutes is amended to read:
AB253,2,54 86.315 (1) From the appropriation under s. 20.395 (1) (fu), the department
5shall annually, on March 10, pay to counties having county forests established under
6ch. 28, for the improvement of public roads within the county forests which are open
7and used for travel and which are not state or county trunk highways or town roads
8and for which no aids are paid under s. 86.30, the amount of $200 $600 per mile of

1road designated in the comprehensive county forest land use plan as approved by the
2county board and the department of natural resources. If the amount appropriated
3under s. 20.395 (1) (fu) is insufficient to make the $200 $600 per mile payments under
4this subsection, the department shall prorate the amount appropriated in the
5manner it deems desirable.

AB253,2,12 7(1)  County forest road aids. In the schedule under section 20.005 (3) of the
8statutes for the appropriation to the department of transportation under section
920.395 (1) (fu) of the statutes, as affected by the acts of 1995, the dollar amount is
10increased by $307,900 for fiscal year 1995-96 and the dollar amount is increased by
11$307,900 for fiscal year 1996-97 to increase funding for county forest road aids under
12section 86.315 of the statutes, as affected by this act.
AB253, s. 3 13Section 3. Effective date.
AB253,2,15 14(1) This act takes effect on the day after the effective date of the 1995-97
15biennial budget act or the day after publication, whichever is later.
