AB365,1,3 1An Act to amend 15.07 (1) (cm); and to create 15.105 (25), 16.9792 and 20.505
2(4) (er) of the statutes; relating to: technology education grants, creating a
3board on technology education and making an appropriation.

This bill creates a 7-member board on technology education attached to the
department of administration. Under the bill, a school board, municipal library
board or county library board may apply to the board on technology education for a
grant. The application must include a comprehensive technology plan. The amount
of a grant is based on need, as measured by the per capita adjusted gross income of
the residents of the school district, municipality or county. The grant recipient must
contribute at least 50% of the cost of the project being funded. The grant may be used
for training teachers, librarians and other staff members in the use of information
technology; purchasing or upgrading computer hardware and software, ancillary
equipment and wiring within a school that is directly related to computer
networking, technology services and electronic information services; integrating the
use of information technology throughout the curriculum; and offering classes on
information technology to school district, municipal or county residents.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB365, s. 1 4Section 1. 15.07 (1) (cm) of the statutes is amended to read:
AB365,2,135 15.07 (1) (cm) The term of one member of the ethics board shall expire on each
6May 1. The terms of 3 members of the development finance board appointed under

1s. 15.155 (1) (a) 6. shall expire on May 1 of every even-numbered year and the terms
2of the other 3 members appointed under s. 15.155 (1) (a) 6. shall expire on May 1 of
3every odd-numbered year. The terms of the 3 members of the land and water
4conservation board appointed under s. 15.135 (4) (b) 2. shall expire on January 1.
5The term of the member of the land and water conservation board appointed under
6s. 15.135 (4) (b) 2m shall expire on May 1 of an even-numbered year. The terms of
7members of the real estate board shall expire on July 1. The terms of the appraiser
8members of the real estate appraisers board and the terms of the auctioneer and
9auction company representative members of the auctioneer board shall expire on
10May 1 in an even-numbered year. The terms of the members of the radioactive waste
11review board shall expire as provided in s. 15.915 (4) (c). The terms of the 3 members
12of the board on technology education appointed under s. 15.105 (25) (a) 1., 3. and 6.
13shall expire on May 1 in an even-numbered year.
AB365, s. 2 14Section 2. 15.105 (25) of the statutes is created to read:
AB365,2,1815 15.105 (25) Board on technology education. (a) There is created a board on
16technology education which is attached to the department of administration under
17s. 15.03. The board shall consist of the following members appointed for 4-year
18terms:
AB365,2,2119 1. An employe of the division for libraries and community learning in the
20department of public instruction appointed by the state superintendent of public
21instruction.
AB365,2,2322 2. An employe of the department of administration appointed by the secretary
23of administration.
AB365,2,2424 3. A representative of public libraries appointed by the governor.
AB365,2,2525 4. A representative of private enterprise appointed by the governor.

15. A school board member or employe appointed by the governor.
AB365,3,32 6. A technical college district board member or employe appointed by the state
3technical college system board.
AB365,3,54 7. An employe of a University of Wisconsin System institution or center
5appointed by the board of regents of the University of Wisconsin System.
AB365,3,116 (b) Persons appointed to the board on technology education shall have a
7recognized interest in and demonstrated knowledge of computer technologies,
8distance learning technologies, educational media and electronic resources,
9electronic information dissemination or telecommunications technologies. No
10person may be appointed to the board on technology education for more than 2
11consecutive terms.
AB365, s. 3 12Section 3. 16.9792 of the statutes is created to read:
AB365,3,19 1316.9792 Technology education grants. (1) A school board, municipal
14library board established under s. 43.54 or county library board established under
15s. 43.57, either individually or in conjunction with one or more other school boards,
16municipal library boards or county library boards, may apply to the department for
17a grant to fund a technology education project. The application shall include a
18comprehensive technology plan, which shall describe the applicant's needs
19assessment, planning and evaluation process and specify how the grant will be used.
AB365,3,25 20(2) The board on technology education shall review the applications, select the
21grant recipients and determine the amount of each grant. The amount shall be based
22on need, as measured by the per capita adjusted gross income of the residents of the
23school district, municipality or county. The board shall ensure that grants are
24distributed to eligible school districts, municipalities or counties in all of the
25cooperative educational service agencies from which applications are received.

1(3) The board may not award a grant unless there is a matching fund
2contribution from the grant recipient of at least 50% of the cost of the project. In-kind
3contributions may be applied to meet the matching fund requirement. The board
4may give priority in awarding grants to those applicants whose matching fund
5contribution is derived exclusively from private sources.
AB365,4,6 6(4) (a) A grant recipient may use the grant for any of the following:
AB365,4,87 1. Training teachers, librarians and other staff members in the use of
8information technology.
AB365,4,119 2. Purchasing or upgrading computer hardware and software, ancillary
10equipment and wiring within a school that is directly related to computer
11networking, technology services and electronic information resources.
AB365,4,1212 3. Integrating the use of information technology throughout the curriculum.
AB365,4,1413 4. Offering classes on information technology to school district, municipal or
14county residents.
AB365,4,1615 (b) Grants may not be used to supplant or replace funds otherwise available for
16the program.
AB365,4,20 17(5) Grants under this section shall be paid from the appropriation under s.
1820.505 (4) (er). The board on technology education may spend no more than $10,000
19annually from the appropriation under s. 20.505 (4) (er) on its administrative
20expenses.

AB365,5,14 6(1)  Notwithstanding the length of term specified in section 15.105 (25) (a)
7(intro.) of the statutes, as created by this act, the initial term of the member
8appointed under section 15.105 (25) (a) 1. of the statutes, as created by this act,
9expires on May 1, 1996; the initial terms of the members appointed under section
1015.105 (25) (a) 2. and 5. of the statutes, as created by this act, expire on May 1, 1997;
11the initial terms of the members appointed under section 15.105 (25) (a) 3. and 6. of
12the statutes, as created by this act, expire on May 1, 1998; and the initial terms of
13the members appointed under section 15.105 (25) (a) 4. and 7. of the statutes, as
14created by this act, expire on May 1, 1999.
