AB461,1,2 1An Act to create 13.41 of the statutes; relating to: a statutory provision
2concerning proposals to change certain funding sources for programs.

This bill creates a statutory provision which states that no member of the
legislature may introduce or offer any proposal to change the source of funding for
any program that is funded by the state, in whole or in part, from general purpose
revenue to program revenue or segregated revenue (excluding federal revenue or
revenue received from gifts, grants or bequests) except as a separate bill or substitute
amendment to a bill which contains no other proposal for such a change with respect
to any other program. The provision further states that neither house of the
legislature may consider any proposal that is introduced or offered contrary to this
limitation.
No similar provision exists currently.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB461,1,5 413.41 Proposals to change certain funding sources for programs. (1)
5Definitions. In this section:
AB461,1,76 (a) "General purpose revenue" has the meaning given for "general purpose
7revenues" in s. 20.001 (2) (a).

1"(b) "Program revenue" has the meaning given for "program revenues" in s.
220.001 (2) (b) and "program revenues-service" in s. 20.001 (2) (c), but excludes any
3revenue derived from gifts, grants or bequests or federal revenues as defined in s.
420.001 (2) (e).
AB461,2,95 (c) "Segregated revenue" has the meaning given for "segregated fund revenues"
6in s. 20.001 (2) (d), "segregated fund revenues — service" in s. 20.001 (2) (da) and
7"segregated fund revenues — local" in s. 20.001 (2) (dm), but excludes any revenue
8derived from gifts, grants or bequests or federal revenues as defined in s. 20.001 (2)
9(e).
AB461,2,15 10(2) No member of the legislature may introduce or offer any proposal to change
11the source of funding for any program that is funded by the state, in whole or in part,
12from general purpose revenue to program revenue or segregated revenue except as
13a separate bill or substitute amendment to a bill which contains no other proposal
14for such a change with respect to any other program. Neither house of the legislature
15may consider any proposal that is introduced or offered contrary to this subsection.
