AB47,1,4 1An Act to amend 84.02 (5) (a); and to create 13.90 (6) and 84.02 (5) (d) of the
2statutes; relating to: a legislative contact and information service and
3placement of certain information and stamps or labels on folded state highway
4maps.

Currently, the department of transportation (DOT) periodically publishes
folded state highway maps. DOT is required to distribute without charge 500 of
these maps to each officer and member of the legislature. Any officer or member may
request any number of additional maps, which DOT is required to provide without
charge.
This bill prohibits any officer or member of the legislature from distributing or
authorizing or causing the distribution of a folded state highway map that is stamped
or labeled to identify the officer or member.
The bill also specifically authorizes the joint committee on legislative
organization to provide a toll-free telephone service to facilitate contacts between
members of the legislature and members of the public and to provide information
concerning legislative organization and calendars, and requires DOT to include a
brief explanation of any such service on the folded highway maps.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB47, s. 1 5Section 1. 13.90 (6) of the statutes is created to read:
AB47,2,26 13.90 (6) The joint committee on legislative organization may provide a
7toll-free telephone service to facilitate contacts between members of the legislature

1and members of the public and to provide information concerning legislative
2organization and calendars.
AB47, s. 2 3Section 2. 84.02 (5) (a) of the statutes is amended to read:
AB47,2,154 84.02 (5) (a) As often as it deems necessary, the department shall publish
5highway service maps showing the state trunk highway system and such other main
6highways and other features as may seem desirable. Such highway service maps
7shall be sold by the department at a price to be fixed by it, which shall be not less than
8cost. The department may permit the use of the base plates for other maps and
9publications in consideration of a fair fee for such use. The department shall make
10and publish or duplicate such highway service maps as are required for its use, and
11shall publish folded highway maps of Wisconsin for free distribution to the public.
12The department shall ensure that the folded highway maps bear information
13regarding the requirements of s. 347.48 (4). The department shall also ensure that
14the folded highway maps include a brief explanation of any legislative contact and
15information service provided under s. 13.90 (6) in an appropriate visible location.
AB47, s. 3 16Section 3. 84.02 (5) (d) of the statutes is created to read:
AB47,2,1917 84.02 (5) (d) No officer or member of the legislature may distribute or authorize
18or cause the distribution of any folded highway map obtained under par. (c) that is
19stamped or labeled to identify the officer or member.
