AB532,1,3 1An Act to amend 454.04 (1) (c), 454.06 (10) and 454.10 (4); and to create 454.06
2(10) (b), (c) and (d) of the statutes; relating to: temporary licenses for
3aestheticians, electrologists and manicurists.
Analysis by the Legislative Reference Bureau
Under current law, the barbering and cosmetology examining board (board)
issues barber or cosmetologist licenses, aesthetician licenses, electrologist licenses
and manicurist licenses. To be eligible for one of these licenses, a person must meet
certain requirements, including education or experience requirements, and must
pass an examination. However, the board may issue a 6-month, nonrenewable
temporary permit to a person who is applying for a barber or cosmetologist license
if the person has satisfied all the requirements for licensure except for the
examination requirement and if the person is scheduled to take the examination.
This bill authorizes the board to issue a 6-month, nonrenewable temporary
permit to a person who is applying for an aesthetician, electrologist or manicurist
license if the person has satisfied all the requirements for licensure except for the
examination requirement and the person is scheduled to take the examination.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB532, s. 1 4Section 1. 454.04 (1) (c) of the statutes is amended to read:

1454.04 (1) (c) No person may engage in electrology unless the person holds a
2current electrologist license, temporary permit or training permit issued by the
3examining board or is a student in an electrology course of instruction.
AB532, s. 2 4Section 2. 454.06 (10) of the statutes is amended to read:
AB532,2,85 454.06 (10) (a) The examining board may issue a temporary permit to practice
6as a barber or cosmetologist without examination if the applicant meets all of the
7requirements of sub. (2) for licensure except passage of an examination and if the
8applicant is scheduled to take the examination for licensure.
AB532,2,11 9(e) A temporary permit issued under this subsection is valid for not more than
106 months and may not be renewed. The fee for a temporary permit issued under this
11subsection
is that specified in s. 440.05 (6).
AB532, s. 3 12Section 3. 454.06 (10) (b), (c) and (d) of the statutes are created to read:

16applicant is scheduled to take the examination for licensure.

18electrologist without examination if the applicant meets all of the requirements of
19sub. (5) for licensure except passage of an examination and if the applicant is
20scheduled to take the examination for licensure.
AB532,2,2421 (d) The examining board may issue a temporary permit to practice as a
22manicurist without examination if the applicant meets all of the requirements of sub.
23(6) for licensure except passage of an examination and if the applicant is scheduled
24to take the examination for licensure.
AB532, s. 4 25Section 4. 454.10 (4) of the statutes is amended to read:

1454.10 (4) A person who has successfully completed the requirements of sub.
2(2) may not continue to practice as an apprentice but may apply for a temporary
3permit under s. 454.06 (10) (a).
