AB565,1,4 1An Act to renumber 121.02 (1) (j); to amend 118.019 (2) (intro.); and to create
2118.019 (2m), 118.019 (5m), 118.019 (7) and 121.02 (1) (j) 2. of the statutes;
3relating to: school district human growth and development programs and
4granting rule-making authority.

Under current law, a school board may provide an instructional program in
human growth and development in grades kindergarten to 12. If provided, the
program must offer information and instruction appropriate to each grade level and
the age and level of maturity of the pupils.
This bill specifies that if a program is provided, the information and instruction
must be factual and medically accurate.
The bill also directs each school board that provides an instructional program
in human growth and development to develop, by January 1, 1997, written policies
and procedures for the selection and periodic review of materials and information for
the program. By July 1, 1997, each school board must develop written policies and
procedures for receiving and investigating complaints by residents of the school
district regarding possible violations of the laws relating to human growth and
development programs and for making determinations as to whether the laws have
been violated.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 118.019 (2) (intro.) of the statutes is amended to read:
AB565,2,72 118.019 (2) Subjects. (intro.) A school board may provide an instructional
3program in human growth and development in grades kindergarten to 12. If
4provided, the program shall offer information and instruction appropriate to each
5grade level and the age and level of maturity of the pupils, and the information and
6instruction shall be factual and medically accurate
. The program may include
7instruction in any of the following areas:

16policies and procedures for receiving, investigating and resolving complaints by
17residents of the school district regarding possible violations of this section and for
18making determinations as to whether this section has been violated.

AB565,2,2120 118.019 (7) Technical assistance; rules. The department shall do all of the
21following:
AB565,2,2322 (a) Develop guidelines for and assist school boards in adopting the policies and
23procedures under subs. (2m) and (5m).
AB565,2,2424 (b) Promulgate rules to administer this section.
