1An Act to amend 230.80 (4) of the statutes;
relating to: covering the University
2of Wisconsin Hospitals and Clinics Authority under laws prohibiting
3retaliatory action by a governmental employer against employes for disclosing
4certain information.
Analysis by the Legislative Reference Bureau
Under current law, any association, authority, board, commission, department,
independent agency, institution, office, society or other state governmental body
created or authorized to be created by the constitution or any state law, other than
the University of Wisconsin Hospitals and Clinic Authority, is prohibited from taking
retaliatory action against an employe for disclosing information which the employe
reasonably believes demonstrates a violation of any state or federal law or which an
employe believes demonstrates mismanagement or abuse of authority in state or
local government, a substantial waste of public funds or a danger to public health and
safety.
This bill provides that the University of Wisconsin Hospitals and Clinics
Authority is included among those governmental bodies that are prohibited from
taking retaliatory action against an employe for disclosing information which the
employe reasonably believes demonstrates a violation of any state or federal law or
which an employe believes demonstrates mismanagement or abuse of authority in
state or local government, a substantial waste of public funds or a danger to public
health and safety.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

(4) "Governmental unit" means any association, authority, board,
4commission, department, independent agency, institution, office, society or other
5body in state government created or authorized to be created by the constitution or
6any law, including the legislature, the office of the governor and the courts.
7"Governmental unit" does not mean
the University of Wisconsin Hospitals and
8Clinics Authority or any political subdivision of the state or body within one or more
9political subdivisions which is created by law or by action of one or more political
10subdivisions.
