AB679,1,5 1An Act relating to: ratification of the agreement negotiated between the state
2of Wisconsin and the Wisconsin State Employees Union, AFSCME Council 24,
3and its appropriate affiliated locals, AFL-CIO, for the 1995-97 biennium,
4covering employes in the technical collective bargaining unit, and authorizing
5an expenditure of funds.
Analysis by the Legislative Reference Bureau
This proposal is introduced under section 111.92 (1) of the statutes. The
proposal ratifies the collective bargaining contract for state employes in the technical
collective bargaining unit negotiated for the 1995-97 biennium under the state
employment labor relations act. Currently, statutory program supplement
appropriations fund the costs of collective bargaining agreements to the extent that
they exceed budgeted costs. The proposal authorizes expenditure of moneys from
those appropriations to fund the cost of this agreement.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB679, s. 1 6Section 1. Agreement ratified. The legislature ratifies the tentative
7agreement negotiated for the 1995-97 biennium between the state of Wisconsin,
8department of employment relations, and the Wisconsin State Employees Union,
9AFSCME Council 24, and its appropriate affiliated locals, AFL-CIO, covering

1employes in the technical collective bargaining unit under subchapter V of chapter
2111 of the statutes, as approved by the employes of the technical collective bargaining
3unit and approved and recommended by the joint committee on employment
4relations and authorizes the necessary expenditure of moneys for implementation
5from the appropriations made by section 20.865 (1) of the statutes, subject to section
620.865 (intro.) of the statutes. The secretary of employment relations shall file an
7official copy of the agreement, certified by the cochairpersons of the joint committee
8on employment relations, with the secretary of state. No formal or informal
9agreement between the parties which is not a part of the official copy is deemed to
10be approved by the legislature under this act.
AB679, s. 2 11Section 2. Effective date.
AB679,2,15 12(1) This act takes effect on the day following publication, except that those
13provisions specifically identified as having other effective dates in the agreement
14covering employes in the technical collective bargaining unit are effective on the
15dates provided in that agreement.
