29.09 (9m) (a) 7. and 29.174 (2) (cm) of the statutes; relating to: the
3hunting of sharp-tailed grouse and granting rule-making authority.
Analysis by the Legislative Reference Bureau
Under current law, the department of natural resources (DNR) may regulate
by rule the hunting of Canada geese by limiting the number of hunters and the
number of geese killed. DNR may also require Canada goose hunting permits and
tags. Under this bill, DNR may establish by rule the same type of regulatory system
for the hunting of sharp-tailed grouse.
Under current law, DNR must charge a nonrefundable fee for the processing of
certain permit and license applications, including Canada goose hunting permits
and wild turkey hunting licenses. Under this bill, DNR must charge the same
processing fee for sharp-tailed grouse hunting permits if DNR establishes such a
permit.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

2hunting permit, a bonus deer hunting permit, a wild turkey hunting license, a

4hunting and trapping permit, an otter trapping permit or a fisher trapping permit
5is $2.75.
AB815, s. 3 6Section 3. 29.174 (2) (cm) of the statutes is created to read:
AB815,2,127 29.174 (2) (cm) 1. The department may establish by rule sharp-tailed grouse
8hunting zones where sharp-tailed grouse hunting is permitted. The department
9may establish by rule closed zones where sharp-tailed grouse hunting is prohibited.
10The department may regulate and limit the number of hunters and the maximum
11harvest of sharp-tailed grouse in any sharp-tailed grouse hunting zone or any other
12area, by doing any of the following:
AB815,2,1413 a. Requiring hunters to tag each sharp-tailed grouse killed with a tag issued
14by the department.
AB815,2,1615 b. Prohibiting the hunting of sharp-tailed grouse without a valid permit issued
16by the department.
AB815,2,2017 2. No preference may be given in the distribution of a permit or tags, except that
18any applicant who unsuccessfully applied for a permit or tags in the previous year
19shall be given priority over any applicant who successfully applied for a permit or
20tags in the previous year.
AB815, s. 4 21Section 4. 29.65 (1) (f) of the statutes is amended to read:
