AB819,1,2 1An Act to amend 15.07 (1) (cm) and 15.315 (1) of the statutes; relating to:
2changing the composition and terms of the state emergency response board.

This bill adds a representative of the department of industry, labor and job
development (currently named the department of industry, labor and human
relations) to the state emergency response board and provides that the members of
that board serve for 4-year terms instead of at the pleasure of the governor.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB819, s. 1 3Section 1. 15.07 (1) (cm) of the statutes, as affected by 1995 Wisconsin Act 27,
4section 95m, is amended to read:
AB819,2,125 15.07 (1) (cm) The term of one member of the ethics board shall expire on each
6May 1. The terms of 3 members of the development finance board appointed under
7s. 15.155 (1) (a) 6. shall expire on May 1 of every even-numbered year and the terms
8of the other 3 members appointed under s. 15.155 (1) (a) 6. shall expire on May 1 of
9every odd-numbered year. The terms of the 3 members of the land and water
10conservation board appointed under s. 15.135 (4) (b) 2. shall expire on January 1.
11The term of the member of the land and water conservation board appointed under

1s. 15.135 (4) (b) 2m. shall expire on May 1 of an even-numbered year. The terms of
2members of the real estate board shall expire on July 1. The terms of the appraiser
3members of the real estate appraisers board and the terms of the auctioneer and
4auction company representative members of the auctioneer board shall expire on
5May 1 in an even-numbered year. The terms of the 4 members of the educational
6technology board appointed under s. 15.105 (26) (a) 1., 3., 6. and 9. shall expire on
7May 1 in an even-numbered year. The terms of the members of the public intervenor
8board shall expire as provided in s. 15.345 (4) (b). The terms of 3 members of the
9gaming board appointed under s. 15.64 shall expire on July 1 of an even-numbered
10year and the terms of the other 2 members shall expire on July 1 of an odd-numbered
11year. The terms of 8 of the members of the state emergency response board shall
12expire on May 1 of an even-numbered year.
AB819, s. 2 13Section 2. 15.315 (1) of the statutes is amended to read:
AB819,3,414 15.315 (1) State emergency response board. There is created a state
15emergency response board, which is attached to the department of military affairs
16under s. 15.03. The state emergency response board shall consist of one
17representative of the department of military affairs, division of emergency
18government, one representative of the subunit of the department of health and
19family services that administers health-related programs, one representative of the
20department of industry, labor and job development,
one representative of the
21department of transportation, one representative of the department of natural
22resources, one representative of the department of agriculture, trade and consumer
23protection, one representative each from fire fighting, law enforcement and public
24or community health services, 2 representatives of industry, one representative of
25small business, as defined in s. 15.227 (3), 2. representatives who are elected officials

1or employes of county and or municipal government, one representative of a farm or
2agricultural organization, one representative of a labor organization and one
3representative of an environmental organization. The members of the board shall
4serve at the pleasure of the governor 4-year terms.
AB819, s. 3 5Section 3. Nonstatutory provisions.
AB819,3,8 6(1) Notwithstanding section 15.315 (1) of the statutes, as affected by this act,
7the members appointed to the state emergency response board under that subsection
8shall serve for the following initial terms:
AB819,3,12 9(a) One of the members representing industry, the member representing fire
10fighting, the member representing a labor organization, the member representing
11small businesses and the member representing the department of natural resources
12shall serve for terms expiring on May 1, 1997.
AB819,3,17 13(b) The member representing a farm or agricultural organization, the member
14representing the department of agriculture, trade and consumer protection, the
15member representing the department of military affairs and the member
16representing an environmental organization shall serve for terms expiring on May
171, 1998.
AB819,3,21 18(c) The other member representing industry, the member representing public
19or community health services, the member representing law enforcement and one of
20the members representing elected officials or employes of county or municipal
21government shall serve for terms expiring on May 1, 1999.
AB819,4,2 22(d) The other member representing elected officials or employes of county or
23municipal government, the member representing the department of health and
24family services, the member representing the department of transportation and the

1member representing the department of industry, labor and job development shall
2serve for terms expiring on May 1, 2000.
AB819, s. 4 3Section 4. Effective date.
AB819,4,4 4(1) This act takes effect on July 1, 1996.
