AB856,1,3 1An Act to repeal 16.548, 20.923 (4) (c) 1., 20.923 (6) (ah) and 230.08 (2) (y); and
2to amend 16.003 (2) of the statutes; relating to: the elimination of the
3federal-state relations office.
Analysis by the Legislative Reference Bureau
Under current law, the department of administration (DOA) is authorized to
maintain a federal-state relations office in Washington, D.C., for the purpose of
promoting federal-state cooperation. This bill eliminates DOA's authority to
maintain a federal-state relations office in Washington, D.C.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB856, s. 1 4Section 1. 16.003 (2) of the statutes is amended to read:
AB856,1,85 16.003 (2) Staff. Except as provided in ss. 16.548, 16.57, 978.03 (1), (1m) and
6(2), 978.04 and 978.05 (8) (b), the secretary shall appoint the staff necessary for
7performing the duties of the department. All staff shall be appointed under the
8classified service except as otherwise provided by law.
AB856, s. 2 9Section 2. 16.548 of the statutes is repealed.
AB856, s. 3 10Section 3. 20.923 (4) (c) 1. of the statutes is repealed.

1Section 4. 20.923 (6) (ah) of the statutes is repealed.

AB856,2,9 4(1) Department of administration. In the schedule under section 20.005 (3) of
5the statutes for the appropriation to the department of administration under section
620.505 (1) (a) of the statutes, as affected by the acts of 1995, the dollar amount is
7decreased by $196,900 for fiscal year 1996-97 to decrease the authorized FTE
8positions for the department of administration by 2.0 GPR positions and to eliminate
9supporting expenses for the operation of the federal-state relations office.
AB856,2,16 10(2) Department of health and family services. In the schedule under section
1120.005 (3) of the statutes for the appropriation to the department of health and family
12services under section 20.435 (8) (a) of the statutes, as affected by the acts of 1995,
13the dollar amount is decreased by $85,200 for fiscal year 1996-97 to decrease the
14authorized FTE positions for the department of health and family services by 1.0
15GPR position and to eliminate supporting expenses for the operation of the
16federal-state relations office.

AB856,2,18 18(1) This act takes effect on July 1, 1996.
