AR31,1,5 1To renumber assembly rule 90; to amend assembly rules 10 (1m) (intro.), 42 (3) (c),
245 (1) and 95 (82) and (90); and to create assembly rules 10 (3) and 90 (2);
3relating to: suspension of the 8 p.m. ending time of the daily sessions of the
4assembly, creation of and rereferral of proposals to special committees, and
5subsequent reference of proposals.

Under assembly rule 28 (2), which was created this session, the daily session
of the assembly ends at 8 p.m. This resolution provides that the rule may be
suspended by majority vote, but the suspension only applies to the completion of the
consideration of the proposal that is being considered at 8 p.m.
Under assembly rule 10, special committees may be created by resolution and
temporary special committees may be created by written order of the speaker. This
resolution permits the speaker to create a special committee by written order. A
special committee or temporary special committee may not be created unless no
additional legislative employe will be hired to staff the special committee.
Under assembly rule 42 (3), the speaker may withdraw a proposal from a
standing committee to which the proposal is referred and rerefer it to another
standing committee. The chairperson of the committee must consent to the
rereferral and the rereferral must be within 5 working days after initial referral.
This resolution permits the rereferral to be to either a standing or special committee.
Under assembly rule 45 (1), when a committee other than a joint survey
committee reports out a proposal, the speaker is required to refer the proposal to the
calendar for the 2nd legislative day thereafter, to the committee on rules or to the

joint committee on finance. This resolution authorizes, in addition, rerefferal to
another standing or special committee.

AR31, s. 3 11Section 3. Assembly rule 42 (3) (c), as created by 1995 Assembly Resolution
122, is amended to read:
AR31,2,1813 Assembly Rule 42 (3) (c) Within 5 working days after initial referral by the
14speaker under sub. (1) (b) or (c) (a) to a committee, the speaker, with consent of the
15chairperson and notwithstanding rule 15, may withdraw any bill, joint resolution or
16resolution from the standing committee to which it is referred and rerefer it to
17another standing committee or to a special committee. Rereferral under this rule
18may not be used to satisfy section 13.093 (1) of the statutes.
AR31, s. 4 19Section 4. Assembly rule 45 (1), as affected by 1995 Assembly Resolution 2,
20is amended to read:
AR31,3,821 Assembly Rule 45. (1) Whenever a committee reports on a proposal referred
22to that committee, the speaker shall refer or rerefer the proposal, except as otherwise
23provided in subs. (2) and (3), to either the calendar for the 2nd legislative day

1thereafter for 2nd reading or, to the committee on rules for calendar scheduling or
2to another standing or special committee
, unless it is his or her judgment that
3reference of the proposal to the joint committee on finance is required by law or rule
4and the speaker refers the proposal to that committee. On any legislative day when
5copies of a committee report, showing the speaker's subsequent referrals, have been
6distributed to the members prior to the 3rd order of business, such report shall not
7be read by the chief clerk to the members, but the content of the committee report
8and the speaker's referrals and rereferrals shall be reproduced in the journal.
AR31, s. 5 9Section 5. Assembly rule 90 is renumbered assembly rule 90 (1).
AR31, s. 6 10Section 6. Assembly rule 90 (2) is created to read:
AR31,3,1411 Assembly Rule 90 (2) Rule 28 (2) may be suspended by a majority of the
12members present and voting, but the suspension under this subsection only applies
13to the completion of the consideration of the proposal that is being considered at 8
14p.m.
AR31, s. 7 15Section 7. Assembly rule 95 (82), as affected by 1995 Assembly Resolution 2,
16is amended to read:
AR31,3,2017 Assembly Rule 95 (82) Special committee: A committee created by a resolution,
18or a special committee or temporary special committee created by a written order of
19the speaker under rule 10, to investigate specific matters during a session or
20committee work period, and report to the assembly.
AR31, s. 8 21Section 8. Assembly rule 95 (90) is amended to read:
AR31,4,222 Assembly Rule 95 (90) Suspension of the rules: A motion requiring
23two-thirds majority support or a motion under rule 90 (2) requiring majority support

1and by which a special action on a specific proposal is accomplished despite the
2existence of a rule blocking such action. Any suspension of the rules is temporary.
