SB183,1,3 1An Act to renumber 150.95; and to create 45.375, 49.45 (3) (e) 7m., 150.31 (5m),
2150.93 (5) and 150.95 (2) of the statutes; relating to: establishing a hospital
3at King.
Analysis by the Legislative Reference Bureau
This bill permits the department of veterans affairs to establish a 16-bed
hospital at the Wisconsin veterans home at King. Under the bill, the approved bed
capacity of the nursing home at the Wisconsin veterans home at King is reduced by
one bed for each approved bed at the newly established hospital. The bill sets the
daily rate at the hospital for patients awaiting transfer to another living
arrangement, including transfer back to a nursing bed at King, at the skilled nursing
home rate paid at the Wisconsin veterans home at King.
The bill exempts the newly established hospital from the moratorium on the
construction of hospital beds and from the moratorium on the number of psychiatric
or chemical dependency beds of a hospital.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB183, s. 1 4Section 1. 45.375 of the statutes is created to read:
SB183,1,6 545.375 Hospital at Wisconsin veterans home. (1) The department of
6veterans affairs may establish a hospital at the Wisconsin veterans home at King.

1(2) A hospital established under sub. (1) may not have an approved bed
2capacity, as defined in s. 150.01 (4m), greater than 16 beds. The approved bed
3capacity of the nursing home licensed under s. 50.03 on the effective date of this
4subsection .... [revisor inserts date], and operated at the Wisconsin veterans home
5at King is reduced by one bed for each approved bed at the hospital established under
6sub. (1).
SB183, s. 2 7Section 2. 49.45 (3) (e) 7m. of the statutes is created to read:
SB183,2,138 49.45 (3) (e) 7m. Notwithstanding subd. 7., the daily reimbursement or
9payment rate for services at a hospital established under s. 45.375 (1) provided to
10medical assistance recipients whose continued hospitalization is no longer medically
11necessary or appropriate during a period where the recipient awaits placement in an
12alternate custodial living arrangement shall be the skilled nursing facility rate paid
13to the facility created under s. 45.365 (1).
SB183, s. 3 14Section 3. 150.31 (5m) of the statutes is created to read:
SB183,2,1715 150.31 (5m) The department shall decrease the statewide bed limit specified
16in sub. (1) to account for any reduction in the approved bed capacity of the nursing
17home operated at the Wisconsin veterans home at King, as specified in s. 45.375 (2).
