SB195,1,3 1An Act to amend 20.435 (4) (df); and to create 49.193 (1) (f) of the statutes;
2relating to: carrying forward funding for certain employment and training
3programs.
Analysis by the Legislative Reference Bureau
Under current law, the department of health and social services (DHSS) has an
appropriation for employment and training programs, which include the job
opportunities and basic skills (JOBS) program and the food stamp employment and
training project. Under this appropriation, funds that are not encumbered by
December 31 of each year lapse to the general fund on the next January 1 unless
transferred to the next calendar year by the joint committee on finance.
This bill allows DHSS to carry forward for a county funds that are committed
to the county under a performance-based contract for a specific calendar year and
that are earned by the county in that year to the following calendar year, if the
carry-forward is approved by the secretary of administration. The funds carried
forward do not affect a county's base allocation.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB195, s. 1 4Section 1. 20.435 (4) (df) of the statutes is amended to read:
SB195,2,125 20.435 (4) (df) Employment and training programs. The amounts in the
6schedule for the school attendance requirement under s. 49.50 (7) (g), the job

1opportunities and basic skills program under s. 49.193, the work experience and job
2training program under s. 46.253, the food stamp employment and training project
3under s. 49.124, the parental responsibility pilot program under s. 49.25, paying
4child care costs under s. 49.50 (6e) (a) and, with the approval of the department under
5s. 49.193 (8) (bm), for child care costs under s. 49.50 (6e) (b), (6g) or (7) (e). Moneys
6appropriated under this paragraph may be used to match federal funds received
7under par. (ps). Notwithstanding ss. 20.001 (3) (a) and 20.002 (1), the department
8may transfer funds between fiscal years under this paragraph. All Except as

funds allocated by the department but not
