SB39,1,2 1An Act to repeal 1993 Wisconsin Act 121, sections 2 and 3 of the statutes;
2relating to: the definition of a small telecommunications utility.
Analysis by the Legislative Reference Bureau
Under current law, a small telecommunications utility (STU) may be subject to
a lesser degree of regulation by the public service commission than other public
utilities. Before enactment of 1993 Wisconsin Act 121, a STU was defined as a
telecommunications utility that provides local telecommunications service and that
has less than 9,000 access lines (telephone lines) in use in this state. That act
temporarily expanded the definition of STU by increasing the number of access lines
that may be in use to less than 50,000. Also under that act, after December 31, 1996,
the number of access lines in use permitted under the definition of a small
telecommunications utility is scheduled to revert back to less than 9,000. This bill
repeals that reversion and makes the current definition permanent.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
