SB83,1,1 1An Act relating to: emergency youth aids and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law relating to community youth and family aids (generally
referred to as "youth aids"), the department of health and social services (DHSS)
allocates various state and federal funds to counties to pay for state-provided
juvenile correctional services and local delinquency-related services. Currently, a
certain amount of youth aids funds is allocated specifically for emergencies related
to youth aids in counties that have a population of not more than 45,000. This bill
directs DHSS to distribute $300,000 in emergency youth aids funds in fiscal year
1995-96 to a county that has a population of not more than 45,000 and that has
wholly or partially within its boundaries a federally recognized Indian reservation
to reimburse that county for expenses incurred in 1994 for emergencies related to
youth aids.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB83, s. 1 2Section 1. Nonstatutory provisions; health and social services.
SB83,2,3 3(1)  Emergency youth aids. Of the amounts appropriated to the department
4of health and social services under section 20.435 (3) (cd) of the statutes, the
5department shall distribute $300,000 in fiscal year 1995-96 to a county that has a
6population of not more than 45,000 and that has wholly or partially within its

1boundaries a federally recognized Indian reservation in reimbursement of expenses
2incurred by that county in 1994 for emergencies related to community youth and
3family aids under section 46.26 of the statutes.
SB83, s. 2 4Section 2. Appropriation changes; health and social services.
SB83,2,11 5(1)  Emergency youth aids. In the schedule under section 20.005 (3) of the
6statutes for the appropriation to the department of health and social services under
7section 20.435 (3) (cd) of the statutes, as affected by the acts of 1995, the dollar
8amount is increased by $300,000 for fiscal year 1995-96 to increase funding for
9emergencies related to community youth and family aids under section 46.26 of the
10statutes in a county that has a population of not more than 45,000 and that has
11wholly or partially within its boundaries a federally recognized Indian reservation.
SB83, s. 3 12Section 3. Effective date.
SB83,2,14 13(1)  Emergency youth aids. This act takes effect on July 1, 1995, or on the day
14after publication, whichever is later.
