SB86,1,2 1An Act to create 121.91 (4) (d) of the statutes; relating to: increasing a school
2district's revenue limit by the amount spent for school security measures

Current law limits the increase in the total amount of revenue that a school
district may receive from general school aids and property taxes in the 1993-94 to
1997-98 school years. In the 1993-94 school year, the maximum allowable increase
per pupil was $190 or the rate of inflation, whichever was greater. Beginning in the
1994-95 school year, the $190 per pupil amount is adjusted each year by the rate of
inflation. Several exceptions are provided. For example, if a school district increases
the services that it provides by adding responsibility for providing a service
transferred to it from another governmental unit, its revenue limit is increased by
the cost of that service.
This bill provides that a school district's revenue limit is increased by an
amount equal to the amount spent by the school district for measures designed to
prevent criminal activity in schools.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB86, s. 1 3Section 1. 121.91 (4) (d) of the statutes is created to read:
SB86,2,24 121.91 (4) (d) The limit otherwise applicable to a school district's revenue under
5sub. (2m) in any school year is increased by an amount equal to the amount spent by

1the school district in that school year for security measures designed to prevent
2criminal activity in schools, as determined by the state superintendent.

SB86,2,5 4(1)  This act first applies to the calculation of a school district's revenue limit
5in the first school year beginning after the effective date of this subsection.
