Current law generally prohibits any person from operating upon a highway any
motor vehicle that has tires having metal that contacts the roadway (an exception
is allowed for the use of snow chains when required for safety because of snow or ice
upon the roadway). However, between November 15 and the following April 1, tires
equipped with tungsten carbide studs that protrude from the tire tread by not more
than one-eighth inch may be used upon a highway by police, fire and ambulance
vehicles, mail delivery vehicles and out-of-state vehicles passing through this state.
This bill authorizes school buses to operate upon a highway when equipped
with tires bearing the tungsten carbide studs. This exception applies only between
November 15 and the following April 1.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
