AB345,1,2 1An Act to create 121.91 (4) (f) of the statutes; relating to: increasing a school
2district's revenue limit to cover the costs of certain employe contracts.

Current law limits the increase in the total amount of revenue that a school
district may receive from general school aids and property taxes in a school year to
$206 per pupil. Several exceptions to the revenue limit exist. For example, if a school
district increases the services that it provides by adding responsibility for providing
a service transferred to it from another governmental unit, its revenue limit is
increased by the cost of that service.
This bill provides that if the number of pupils enrolled in the school district in
the current school year is less than the number enrolled in the previous school year,
the percentage increase in the school district's revenue limit over the previous school
year is less than 3.8%, and the school district's contract with its professional
employes provides an increase in total compensation and fringe benefit costs for all
such employes of no more than 3.8% in the current school year, the school district's
revenue limit in the current school year is increased by the amount necessary to cover
the costs of its contract with the professional employes in the current school year that
would otherwise exceed its revenue limit.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 121.91 (4) (f) of the statutes is created to read:
AB345,2,32 121.91 (4) (f) 1. In this paragraph, "school district professional employes" has
3the meaning given in s. 111.70 (1) (ne).
AB345,2,84 2. If all of the following apply, the limit otherwise applicable to a school district's
5revenue in the current school year under sub. (2m) is increased by the amount
6necessary to cover the costs of its contract with the school district professional
7employes in the current school year that would otherwise constitute an excess
8revenue, as defined in s. 121.92 (1):
AB345,2,109 a. The number of pupils in the current school year is less than the number of
10pupils in the preceding school year.
AB345,2,1211 b. The percentage increase in the school district's revenue limit over the
12previous school year is less than 3.8%.
AB345,2,1513 c. The school district's contract with the school district professional employes
14provides an increase in total compensation and fringe benefit costs for all such
15employes of no more than 3.8% in the current school year.

AB345,2,1817 (1) This act first applies to the calculation of a school district's revenue limit
18for the school year beginning after the effective date of this subsection.
