1An Act to amend 115.80 (3) (b) of the statutes;
relating to: evaluating children
2with learning disabilities for phonemic awareness.

Current law requires a multidisciplinary team appointed by the school board
in which a child resides to evaluate the child if there is reasonable cause to believe
that the child has exceptional educational needs.
This bill provides that if the multidisciplinary team determines that a child has
a learning disability, it must also evaluate the child's phonemic awareness and
whether the child's lack of phonemic awareness has contributed to the child's
learning disability.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1. 115.80 (3) (b) of the statutes is amended to read:

(3) (b) Except as provided under s. 115.81 (1) (b), the multidisciplinary
5team appointed under par. (a) shall, upon written parental consent, evaluate each
6child reported to the school board under sub. (1) who resides in the school district and
7has not graduated from high school and each child identified under sub. (2).
If the
1multidisciplinary team determines that a child has a learning disability, it shall also
2evaluate the child's phonemic awareness and whether the child's lack of phonemic
3awareness has contributed to the child's learning disability.
