Analysis by the Legislative Reference Bureau
Under current law, with certain exceptions, an underage person is prohibited
from being on premises for which an alcohol beverage license or permit has been
issued. Under one exception to the general prohibition, an underage person may be
present on premises that are licensed to sell alcohol beverages for consumption on
the premises if the premises are also operated under a restaurant permit and the
principal business conducted on the premises is that of a restaurant. Under this bill,
an underage person who is at least 18 years old is permitted to be on any premises
that is operated under both a license or permit to sell alcohol beverages for
consumption on the premises and a restaurant permit if the person holding the
license or permit to sell alcohol beverages allows the underage person to be on the
premises.
