AB638,1,3 1An Act to create 15.197 (25) and 146.56 of the statutes; relating to: creating
2a statewide trauma care system, granting rule-making authority and making
3an appropriation.
Analysis by the Legislative Reference Bureau
This bill creates a statewide trauma advisory council (council) to advise the
department of health and family services (DHFS) in the development of a statewide
trauma care system. The council consists of 8 physicians, 4 registered nurses, 2
prehospital emergency medical services providers, a representative of a rural
hospital, a representative of an urban hospital and a member of the emergency
medical services board.
The bill directs DHFS and the council to develop and implement a statewide
trauma care system and to prepare a report identifying issues that must be resolved
in developing and implementing the system and to submit the report to the
legislature, the governor and the emergency medical services board not later than
July 1, 2000.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB638, s. 1 4Section 1. 15.197 (25) of the statutes is created to read:
AB638,2,35 15.197 (25) Trauma advisory council. (a) There is created in the department
6of health and family services a trauma advisory council. The trauma advisory

1council shall consist of the following members who have an interest and expertise in
2emergency medical services and who are appointed by the secretary of health and
3family services:
AB638,2,44 1. Eight physicians who represent urban and rural areas.
AB638,2,55 2. Four registered nurses, as defined in s. 146.40 (1) (f).
AB638,2,66 3. Two prehospital emergency medical services providers.
AB638,2,77 4. One representative of a rural hospital.
AB638,2,88 5. One representative of an urban hospital.
AB638,2,99 6. One member of the emergency medical services board.
AB638,2,1110 (b) In appointing the members under par. (a), the secretary of health and family
11services shall ensure that all geographic areas of the state are represented.
AB638,2,1212 (c) This subsection does not apply beginning on July 1, 2001.
AB638, s. 2 13Section 2. 146.56 of the statutes is created to read:
AB638,2,18 14146.56 Statewide trauma care system. Not later than July 1, 2001, the
15department shall develop and implement a statewide trauma care system . The
16department shall seek the advice of the statewide trauma advisory council under s.
1715.197 (25) in developing and implementing the system. The department shall
18promulgate any necessary rules to develop and implement the system.
AB638, s. 3 19Section 3. Nonstatutory provisions.
AB638,3,620 (1) Statewide trauma care system; report. The department of health and
21family services and the statewide trauma advisory council shall prepare a joint
22report on the development and implementation of a statewide trauma care system.
23The report shall make recommendations on issues that need to be resolved in
24developing and implementing the system, including minimum services in rendering
25patient care, transport protocols, area trauma advisory councils and plans,

1designation and classification of trauma facilities, communications systems,
2development of a statewide trauma registry, continuing quality improvement,
3triage, interfacility transfers and monitoring adherence to rules. Not later than July
41, 2000, the department and the statewide trauma advisory council shall submit the
5report to the legislature in the manner provided under s. 13.172 (2) and to the
6governor and the emergency medical services board.
AB638, s. 4 7Section 4. Appropriation changes.
AB638,3,158 (1) Statewide trauma care system. In the schedule under section 20.005 (3)
9of the statutes for the appropriation to the department of health and family services
10under section 20.435 (1) (a) of the statutes, as affected by the acts of 1997, the dollar
11amount is increased by $54,000 for fiscal year 1998-99 to increase the authorized
12FTE positions for the department of health and family services by 1.0 GPR position
13to provide program planning analysis for the development and implementation of a
14statewide trauma care system and to fund the activities of the statewide trauma
15advisory council under section 15.197 (25) of the statutes, as created by this act.
