AJR106,1,42 Whereas, the future of federal spending for highways and mass transit
3programs is uncertain because Congress has not passed multiyear legislation to
4reauthorize the Intermodal Surface Transportation Efficiency Act; and
AJR106,1,65 Whereas, for years Wisconsin has not received a fair return on the federal gas
6taxes that it sends to Washington, D.C.; and
AJR106,1,87 Whereas, the inequitable return of federal dollars to Wisconsin has meant a loss
8of more than $624,000,000 in highway and transit aid since 1955; and
AJR106,1,109 Whereas, Wisconsin deserves a dollar-for-dollar rate of return on federal
10Highway Trust Fund contributions; and
AJR106,1,1211 Whereas, nearly one-fourth of Wisconsin's transportation budget is supported
12by federal funds; and
AJR106,1,1413 Whereas, to get a better return of federal dollars to the state, Congress must
14increase the total amount of money spent on transportation; and

1Whereas, the current 18.4 cents federal fuel tax provides sufficient revenue to
2increase transportation investments without raising taxes or taking money away
3from other programs; and
AJR106,2,54 Whereas, Highway Trust Fund revenues are user fees meant to support
5improvements to the nation's highway and transit systems; and
AJR106,2,76 Whereas, significant needs exist throughout Wisconsin for investments in both
7highways and transit; and
AJR106,2,98 Whereas, investments in the transportation infrastructure benefit the national
9economy; and
AJR106,2,1110 Whereas, transportation investments create jobs, support the competitive edge
11of Wisconsin businesses and keep state roads safe and efficient; and
AJR106,2,1312 Whereas, each $1 billion in federal aid highway dollars supports 42,000 jobs;
13now, therefore, be it
AJR106,2,18 14Resolved by the assembly, the senate concurring, That: the members of the
15Wisconsin legislature urge Congress to increase the total amount of federal spending
16for transportation to provide a stable, long-term surface transportation program
17that ensures Wisconsin its fair share of federal transportation dollars; and, be it
18further
AJR106,2,20 19Resolved, That the assembly chief clerk shall provide copies of this joint
20resolution to each member of this state's congressional delegation.
