AJR41,1,2 1Relating to: requesting the Citizens' Stamp Advisory Committee to recommend
2issuing a stamp commemorating Henry Martyn Robert.
AJR41,1,53 Whereas, Henry Martyn Robert (1837-1923) was an officer in the U.S. army
4and an active member of several religious, civil and educational societies at each of
5the locations where he was stationed; and
AJR41,1,76 Whereas, his experience presiding at a meeting convinced him that that task
7was much more difficult than it appeared to be and that he knew little about it; and
AJR41,1,98 Whereas, Mr. Robert, a conscientious and meticulous person, became
9determined to learn about parliamentary procedure; and
AJR41,1,1210 Whereas, his investigation into that subject showed him that different rules
11prevailed in different parts of this country and that there were a number of books on
12the subject, none of which was universally accepted; and
AJR41,1,1513 Whereas, he decided to try to end this chaos by writing a book on parliamentary
14procedure that all societies and elected bodies could adopt, perhaps with minor
15changes that fit local conditions; and
AJR41,1,1616 Whereas, he began to write that book in 1874 in Milwaukee; and

1Whereas, his book, Robert's Rules of Order, was immediately recognized as a
2rational treatment of the subject, millions of copies of it have been purchased and it
3is widely used; and
AJR41,2,54 Whereas, Henry Martyn Robert's achievement has greatly facilitated the work
5of thousands of deliberative bodies; and
AJR41,2,136 Whereas, while creating his masterpiece he learned much not only about the
7rules under which deliberative bodies should conduct their business but also about
8the spirit in which they should do so, for he once remarked "The great lesson for
9democracies to learn is for the majority to give to the minority a full, free opportunity
10to present their side of the case, and then for the minority, having failed to win a
11majority to their views, gracefully to submit and to recognize the action as that of the
12entire organization, and cheerfully to assist in carrying it out, until they can secure
13its repeal"; now, therefore, be it
AJR41,2,19 14Resolved by the assembly, the senate concurring, That the members of the
15Wisconsin legislature request the Citizens' Stamp Advisory Committee to recognize
16the tremendous service that Henry Martyn Robert has rendered to the operation of
172 cornerstones of this country, elected deliberative bodies and voluntary
18associations, by recommending that a commemorative stamp be issued in his honor;
19and, be it further
AJR41,2,21 20Resolved, That the assembly chief clerk shall provide a copy of this joint
21resolution to the Citizens' Stamp Advisory Committee.
