AJR59,1,42 Whereas, the end of the Cold War has eliminated whatever justification existed
3for the operation of the navy's Project ELF transmitter, near Clam Lake in Ashland
4County; and
AJR59,1,65 Whereas, the federal government has a serious budget deficit and operating
6Project ELF costs between $16 million and $20 million per year; and
AJR59,1,107 Whereas, the environmental and public health concerns raised by Project ELF
8remain unresolved, with the growing body of scientific evidence pointing to adverse
9effects caused by extremely low frequency electromagnetic fields such as those
10generated by Project ELF; and
AJR59,1,1211 Whereas, civilian oversight of the military is a cornerstone of American
12democracy; and
AJR59,1,1413 Whereas, public and editorial comment has overwhelmingly called for Project
14ELF to be closed; and

1Whereas, the full U.S. senate voted twice in 1995 to cut funding for Project ELF;

AJR59,2,53 Whereas, U.S. Senators Russell Feingold and Herb Kohl have introduced
4Senate Bill 59, the "Extremely Low Frequency Communications System
5Termination and Deficit Reduction Act of 1997"; and
AJR59,2,86 Whereas, U.S. Representatives Scott Klug, Ron Kind, Gerald Kleczka, Thomas
7Barrett, David Obey and James Sensenbrenner have introduced House Resolution
81446, the "Extremely Low Frequency Termination Act of 1997"; now, therefore, be it
AJR59,2,12 9Resolved by the assembly, the senate concurring, That the members of the
10Wisconsin legislature support the recommendation of this state's congressional
11delegation that the navy's Project ELF transmitter in Clam Lake, Wisconsin, be
12closed in 1997; and, be it further
AJR59,2,15 13Resolved, That the assembly chief clerk shall provide copies of this joint
14resolution to each member of this state's congressional delegation, to President
15Clinton and to the secretary of the navy.
