1An Act to amend 121.15 (1) (intro.); and
to create 121.08 (4) and 121.15 (1m)

relating to: the school aid distribution schedule.

Under current law, each school district receives 15% of its total aid entitlement
in September, 25% in December, 25% in March and 35% in June.
This bill allows a school district the option of receiving its aid entitlement in 10
payments from September to June. If it chooses this option, its total aid entitlement
is reduced by the earnings that the school district's aid entitlement would have
accrued had its aid been distributed according to the regular distribution schedule.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1. 121.08 (4) of the statutes is created to read:

(4) If a school district chooses the distribution schedule under s. 121.15
5(1m), the aid computed under sub. (1) shall be reduced by an amount equal to the
6earnings that the school district's aid entitlement would have accrued had the school
1district's aid been distributed under s. 121.15 (1), as determined by the department.
2The department shall ensure that the amount of aid reduction under this subsection
3lapses to the general fund.

(1m) (a) If a school board submits a written request to the department
10before July 1, in the following school year the department shall pay to that school
11district an amount equal to 10% of the school district's total aid entitlement under
12s. 121.08 in each month from September to June.

(b) For the September and October payments, the total aid entitlement shall
14be estimated based upon the total aid payment in the previous year.

(c) For the payments from November to June, the total aid entitlement shall
16be computed on the basis of the budget and membership report under s. 121.05.

(d) Payments under this subsection shall be made on the 3rd Monday of the
18month, except that payment shall be made on the first Monday of the month for the
19December payment and on the 4th Monday of the month for the March payment.
