AB228,1,4 1An Act to create 121.91 (4) (h) of the statutes; relating to: increasing a school
2district's revenue limit for the costs of preventing or correcting the
3interpretation, production or use of dates in the year 2000 and subsequent
4years.
Analysis by the Legislative Reference Bureau
With certain exceptions, current law limits the increase in the total amount of
revenue that a school may receive each school year through the combination of
general school aids and the property tax levy to approximately $209 per pupil in the
1998-99 school year and, in subsequent school years, to the amount of revenue
increase allowed per pupil in the previous school year increased by the percentage
change in the consumer price index. The limit is based on the difference between the
average number of pupils enrolled in the three previous school years and the average
of the number of pupils enrolled in the current and two preceding school years.
This bill increases a school district's revenue limit for the 1999-2000 and
2000-01 school years by the amount spent by the school district in the previous
school year to prevent the failure or to correct the failure of an electronic computing
device that is under the control of the school district to recognize, process, distinguish
or interpret the year 2000 or a subsequent year or the failure of an electronic
computing device to produce, generate or calculate a correct date if the year 2000 or
a subsequent year is a part of that date.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB228, s. 1 1Section 1. 121.91 (4) (h) of the statutes is created to read:
AB228,2,62 121.91 (4) (h) 1. In this paragraph, "electronic computing device" means any
3computer hardware or software, computer chip, embedded chip, process control
4equipment, or other information system used to capture, store, manipulate, or
5process information, or that controls, monitors, or assists in the operation of physical
6apparatus that relies on automation or digital technology to function.
AB228,2,137 2. For the 1999-2000 and 2000-01 school years, the limit otherwise applicable
8to a school district under sub. (2m) is increased by an amount equal to the amount
9spent by the school district in the previous school year to prevent the failure or to
10correct the failure of an electronic computing device that is controlled by the school
11district to recognize, process, distinguish or interpret the year 2000 or a subsequent
12year, or the failure of such an electronic computing device to produce, generate or
13calculate a correct date if the year 2000 or a subsequent year is a part of that date.
