2of the statutes; relating to: immunization of certain persons against anthrax
3and granting rule-making authority.

This bill establishes a program in the department of health and family services
(DHFS) that provides general purpose revenues to pay for immunization from
anthrax, an infectious disease that may be caused by inhalation of airborne spores
from animal products. Persons who would be eligible under the program for the
immunization are emergency medical technicians, first responders, law enforcement
officers, certain emergency management personnel, state constitutional officers,
members of the common councils of cities, town and village board members, members
of county boards of supervisors, and others as specified by rule by DHFS.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB25, s. 2 1Section 2. 20.435 (5) (cm) (title) of the statutes is amended to read:
AB25,2,22 20.435 (5) (cm) (title) Immunization of children.
AB25, s. 3 3Section 3. 20.435 (5) (cn) of the statutes is created to read:
AB25,2,54 20.435 (5) (cn) Anthrax immunization. The amounts in the schedule for
5providing immunization against anthrax under s. 252.043.
AB25, s. 4 6Section 4. 252.043 of the statutes is created to read:
AB25,2,7 7252.043 Anthrax immunization program. (1) In this section:
AB25,2,118 (a) "Anthrax" means an infectious disease, caused by the ingestion of spores of
9Bacillus anthracis, that is transmittable to humans by direct inoculation from
10contaminated wool or other animal products, by ingestion of raw meat or by
11inhalation of airborne spores from animal products.
AB25,2,1212 (b) "Emergency medical technician" has the meaning given in s. 146.50 (1) (e).
AB25,2,1313 (c) "First responder" has the meaning given in s. 146.53 (1) (d).
AB25,2,1414 (d) "Law enforcement officer" has the meaning given in s. 165.85 (2) (c).
AB25,2,17 15(2) From the appropriation under s. 20.435 (5) (cn), the department shall
16distribute moneys for the immunization against anthrax of all of the following
17persons:
AB25,2,1818 (a) Emergency medical technicians.
AB25,3,1
1(b) First responders.
AB25,3,22 (c) Law enforcement officers.
AB25,3,43 (d) Employes of municipal and county emergency management units, as
4specified in s. 166.03 (8) (d).
AB25,3,65 (e) Volunteer emergency management workers, as described under s. 166.03
6(8) (d).
AB25,3,87 (f) Persons who provide equipment or services during a state of emergency, as
8described under s. 166.03 (10).
AB25,3,99 (g) Persons holding a state office, as defined in s. 5.02 (23).
AB25,3,1010 (h) Members of town and village boards and of the common councils of cities.
AB25,3,1111 (i) Members of county boards of supervisors.
AB25,3,1212 (j) Other persons, as specified by rule by the department.
AB25,3,15 13(3) The department shall promulgate rules that prescribe procedures for the
14distribution of moneys under sub. (2) and may promulgate rules that specify
15additional persons who may receive immunization against anthrax.
