The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
Prefatory note: This bill was prepared for the joint legislative council's special
committee on capture of federal resources.
Current law sets forth a number of duties for heads of all state departments and
independent agencies. This bill adds a requirement that the head of each department and
independent agency monitor the creation and reauthorization of federal programs within
the department's or independent agency's jurisdiction, identify defensible dollar and
percentage goals for Wisconsin's share of federal resources under those programs and
make concerted efforts to reach those goals. The bill also requires that the head of each
department and independent agency submit a written report on his or her activities in
this regard to the department of administration by September 30 of each even-numbered
year.

The bill requires the department of administration to prepare a biennial report on
the above activities of departments and independent agencies. The report must be
submitted to the legislature and the governor by November 30 of each even-numbered
year. Additionally, the bill requires the legislative audit bureau to report periodically on
the compliance with the requirements of the bill.

AB417,2,42 13.94 (1) (p) Prepare periodic reports on the compliance with the requirement
3under s. 15.04 (1) (n). The bureau shall file the reports with the distributees specified
4in par. (b).
AB417, s. 2 5Section 2. 15.04 (1) (n) of the statutes is created to read:
AB417,2,126 15.04 (1) (n) Federal resource accountability. Monitor the creation and
7reauthorization of federal programs within the department's or independent
8agency's jurisdiction, identify defensible dollar and percentage goals for this state's
9share of federal resources under those programs and make concerted efforts to reach
10those goals. The head of each department and independent agency shall submit a
11written report on his or her activities under this paragraph to the department of
12administration by September 30 of each even-numbered year.
AB417, s. 3 13Section 3. 16.547 of the statutes is created to read:
AB417,2,18 1416.547 Federal resource accountability report. The department shall
15prepare a biennial report on the activities of state departments and independent
16agencies as reported to the department under s. 15.04 (1) (n). The department shall
17file the report with the legislature under s. 13.172 (2) and the governor by November
1830 of each even-numbered year.
