2increase the personnel and lobbying activities of the state's office of
3federal-state relations in Washington, D.C.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
Prefatory note: This bill was prepared for the joint legislative council's special
committee on capture of federal resources.
The bill requests the joint legislative audit committee to direct, and permits the
committee to direct, the legislative audit bureau to conduct a performance evaluation
audit of Wisconsin's federal-state relations office in Washington, D.C., and then make
recommendations to enhance the state's ability to capture its "fair share" of federal
resources in comparison with other states.
If the audit is performed, the bill provides for the bureau, in addition to other
measures, to review the lobbying efforts of states that receive more in per capita federal
spending than Wisconsin, including the size, budget, personnel and activities of their
offices in Washington, D.C., and whether those states use contract lobbyists in their
attempts to get federal funding.

If the audit is performed, the bill requires the bureau to report its findings and
recommendations on or before January 1, 2001.

AB419,2,142 (1) The joint legislative audit committee is requested to direct, and may direct,
3the legislative audit bureau to conduct a performance evaluation audit of means to
4enhance the effectiveness of the state of Wisconsin's office of federal-state relations
5in Washington, D.C., in lobbying the U.S. Congress and federal agencies for federal
6funds and changes in federal funding formulas and make recommendations to
7enable the state to receive its fair share of available federal funding and other federal
8resources in comparison with other states. If the audit is undertaken, the bureau
9shall consider the lobbying efforts of states with higher rankings in per capita federal
10spending than this state, including the size, budget, personnel and activities of their
11Washington, D.C., offices and whether those states utilize contract lobbyists in their
12efforts to capture federal resources. If the audit is undertaken, the bureau shall file
13its findings and recommendations with the distributees specified in section 13.94 (1)
14(b) of the statutes on or before January 1, 2001.
