AB889,1,3 1An Act to amend 29.235 (2), 29.235 (2m), 29.241, 29.597 (5) (a) and 29.597 (6)
2(b) (intro.); and to create 29.242, 29.563 (6) (am) and 29.597 (6) (c) of the
3statutes; relating to: nonresident trapping licenses.
Analysis by the Legislative Reference Bureau
Under current law, the department of natural resources (DNR) may issue a
trapping license only to a resident who has successfully completed a course of
instruction under the trapper education program administered by DNR or is exempt
from this requirement for various reasons, including successful completion of a
comparable trapper education course in another state. The resident trapping license
authorizes the use of traps for trapping fur-bearing animals. The fee for the resident
trapping license is $17.25.
This bill creates a nonresident trapping license. DNR may issue a nonresident
trapping license only to a nonresident who has successfully completed a course of
instruction under the trapper education program administered by DNR or a
comparable trapper education course in another state. The authorization for a
nonresident trapping license is the same as that for a resident trapping license.
However, the fee for a nonresident trapping license is $150.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 29.235 (2) of the statutes is amended to read:
AB889,2,82 29.235 (2) Authorization; resident hunting, fishing and trapping privileges.
3A resident conservation patron license confers upon the licensee all the combined
4privileges conferred by a resident small game hunting license, resident deer hunting
5license, resident wild turkey hunting license, resident archer hunting license,
6waterfowl hunting stamp, pheasant hunting stamp, a wild turkey hunting stamp,
7resident annual fishing license, sturgeon spearing license, an inland waters trout
8stamp, a Great Lakes trout and salmon stamp and resident trapping license.
AB889, s. 2 9Section 2. 29.235 (2m) of the statutes is amended to read:

privileges. A nonresident conservation patron license confers upon the

AB889,2,21 1929.241 (title) Trapping Resident trapping license. (1) Issuance. A
20resident trapping license shall be issued subject to s. ss. 29.024 and 29.597 (6) by the
21department to any resident applying for this license.
AB889,2,23 22(3) Authorization. A resident trapping license authorizes the use of traps for
23trapping fur-bearing animals.
AB889,2,25 24(4) Individual licenses required. If a trapper employs any person in trapping,
25a resident or nonresident trapping license is required for each person employed.

AB889,3,4 229.242 Nonresident trapping license. (1) Issuance. A nonresident
3trapping license shall be issued subject to ss. 29.024 and 29.597 (6) by the

6for trapping fur-bearing animals.

AB889, s. 5 9Section 5. 29.563 (6) (am) of the statutes is created to read:

AB889, s. 6 11Section 6. 29.597 (5) (a) of the statutes is amended to read:
AB889,3,1612 29.597 (5) (a) The department shall issue a certificate of accomplishment
13without charge to a person who successfully completes the course of instruction
14under the trapper education program and who pays the instruction fee. The
15certificate may be used by a resident to whom issued in place of a resident trapping
16license for the period specified by the department.

AB889,3,1918 29.597 (6) (b) (intro.) The following persons residents are exempt from the
19requirement under par. (a):
AB889, s. 8 20Section 8. 29.597 (6) (c) of the statutes is created to read:
AB889,3,2521 29.597 (6) (c) A nonresident who holds a valid certificate, license or other
22evidence indicating that he or she has successfully completed a trapper education
23course in another state is exempt from the requirement under par. (a) if the
24department determines that the course has substantially the same content as the
25course of instruction under the program established under this section.

1Section 9. Effective date.
AB889,4,32 (1) This act takes effect on the first day of the 6th month beginning after
3publication.
