AJR82,1,42 Whereas, the end of the Cold War has eliminated whatever justification existed
3for the operation of the navy's Project ELF transmitter, near Clam Lake in Ashland
4County; and
AJR82,1,65 Whereas, operating Project ELF is redundant to existing communications
6systems, wasting between $16 million and $20 million per year; and
AJR82,1,87 Whereas, current efforts to improve the ELF transmitter site are projected to
8cost $2 million, further entrenching the existing physical plant near Clam Lake; and
AJR82,1,139 Whereas, the environmental and public health concerns raised by Project ELF
10remain unresolved, with the growing body of scientific evidence, including reports
11by the Environmental Protection Agency, pointing to adverse effects caused by
12extremely low frequency electromagnetic fields such as those generated by Project
13ELF; and
AJR82,1,1514 Whereas, civilian oversight of the military is a cornerstone of American
15democracy; and

1Whereas, public and editorial comment has overwhelmingly called for Project
2ELF to be closed; and
AJR82,2,53 Whereas, during the 1995 round of base closings, project ELF was one of two
4bases, out of hundreds considered, that received more congressional and public
5support for closure than for keeping the base open; and
AJR82,2,76 Whereas, the full U.S. senate voted twice in 1995 to cut funding for Project ELF;

AJR82,2,98 Whereas, in the 105th Congress, 8 of 11 members of the Wisconsin
9congressional delegation introduced legislation to cut funding for Project ELF; and
AJR82,2,1210 Whereas, U.S. Senators Feingold, Kohl, Wyden and Johnson have introduced
11Senate Bill 128 to terminate operation of the Extremely Low Frequency
12Communications System of the navy in 1999; now, therefore, be it
AJR82,2,16 13Resolved by the assembly, the senate concurring, That the members of the
14Wisconsin legislature support the recommendation of this state's congressional
15delegation that the navy's Project ELF transmitter be closed in 1999; and, be it

AJR82,2,19 17Resolved, That the assembly chief clerk shall provide copies of this joint
18resolution to each member of this state's congressional delegation, to President
19Clinton and to the secretary of the navy.
