AB36,1,2 1An Act relating to: funding for the badger care health care program and making
2appropriations.
Analysis by the Legislative Reference Bureau
Currently, the department of health and family services (DHFS) administers
the badger care health care (BadgerCare) program. This program provides health
care coverage to eligible low-income families and to eligible low-income children
who do not reside with a parent. A family or child is generally considered low-income
if the family's or child's income does not exceed 185% of the poverty line.
This bill appropriates an additional $13,542,500 of general purpose revenue for
the BadgerCare program in the 2000-2001 fiscal year. The bill also requires that
$11,237,100 of certain unanticipated federal moneys received under the federal
Medicare, federal medical assistance, and federal foster care and adoption
assistance programs (income augmentation moneys) lapse to the general fund.

enact as follows:
AB36, s. 1 3Section 1. Appropriation changes.
AB36,2,24 (1) Badger care health care program. In the schedule under section 20.005
5(3) of the statutes for the appropriation to the department of health and family

1services under section 20.435 (4) (bc) of the statutes, as affected by the acts of 2001,
2the dollar amount is increased by $13,542,500 for fiscal year 2000-01.
AB36,2,73 (2) Income augmentation moneys. Notwithstanding section 20.001 (3) (c) of the
4statutes, not later than 30 days after the effective date of this subsection, there is
5lapsed to the general fund $11,237,100 from the appropriation account of the
6department of health and family services under section 20.435 (8) (mb) of the
7statutes, as affected by the acts of 2001.
