Analysis by the Legislative Reference Bureau
Under current law, a person may apply for an identification card if he or she is
a resident of the state and if he or she does not possess a valid motor vehicle operator's
license that contains the person's photograph. The fee for the identification card is
$9 and the card is valid for four years from the person's next birthday after the date
on which the card is issued. Under current law, an operator's license is valid for eight
years after the date of issuance, with limited exceptions.
This bill allows a person to apply for an identification card even if he or she
possesses a valid motor vehicle operator's license that contains his or her
photograph. Under the bill, the fee for an identification card is $18 and the card is
valid for eight years from the person's next birthday after the date on which the card
is issued.
