AB610,1,2 1An Act relating to: a temporary emergency unemployment insurance program
2and requiring the exercise of rule-making authority.

Currently, the department of workforce development (DWD) administers the
state unemployment insurance law, as well as the federal laws with which this state
is required to comply in order to participate in the federal unemployment insurance
program and to realize maximum advantage for this state from that participation.
The council on unemployment insurance advises DWD and the legislature in
carrying out the purposes of the law.
This bill provides that if the 107th Congress enacts a temporary emergency
unemployment insurance program DWD shall promptly implement the program and
shall promptly promulgate any administrative rules that may be necessary to
implement the program, to the extent permitted by state law. The bill also provides
that if the 107th Congress fails to enact a temporary unemployment insurance
program by January 1, 2002, the council on unemployment insurance shall make a
recommendation to the legislature concerning a Wisconsin temporary emergency
unemployment insurance program by January 31, 2002.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1(1) If the 107th Congress of the United States enacts a temporary emergency
2unemployment insurance program, the department of workforce development shall
3promptly implement the program and shall promptly promulgate any
4administrative rules that may be necessary to implement the program, to the extent
5permitted by state law.
AB610,2,106 (2) If the 107th Congress of the United States fails to enact a temporary
7emergency unemployment insurance program by January 1, 2002, the council on
8unemployment insurance shall make a recommendation to the legislature, in the
9manner provided under section 13.172 (2) of the statutes, concerning a Wisconsin
10temporary emergency unemployment insurance program by January 31, 2002.
