AB701,1,4 1An Act to amend 341.12 (1), 341.15 (1) (b), 341.26 (2m) (am) and 341.26 (2m)
2(b) of the statutes; relating to: registration plates for motor vehicles owned by
3the state or by a county, municipality, or federally recognized Indian tribe or
4band.
Analysis by the Legislative Reference Bureau
Under current law, the department of transportation (DOT) issues two
registration plates for most motor vehicles; the owner of the vehicle must display one
plate to the front and one plate to the rear of the vehicle. However, DOT issues only
one registration plate for a motor vehicle that is owned or leased by the state or by
any county, municipality, or federally recognized Indian tribe or band in the state.
DOT charges a $5 fee when it issues a registration plate for the first time to a county,
municipality, or federally recognized Indian tribe or band and a $1 fee when a plate
is transferred to a replacement vehicle owned by that entity.
This bill requires DOT to issue two registration plates that must be
displayed on the front and the rear of a motor vehicle that is owned or leased by
the state or by any county, municipality, or federally recognized Indian tribe or
band in the state. Under the bill, DOT charges a $10 fee when it issues
registration plates for the first time to a county, municipality, or federally
recognized Indian tribe or band. The bill does not change the fee for transferring
the plates to a replacement vehicle.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB701, s. 1 1Section 1. 341.12 (1) of the statutes is amended to read:
AB701,2,82 341.12 (1) The department upon registering a vehicle pursuant to s. 341.25 or
3341.30 shall issue and deliver prepaid to the applicant 2 registration plates for an
4automobile, motor truck, motor bus, school bus, self-propelled recreational vehicle
5or dual purpose motor home and one plate for other vehicles. The Except as provided
6in s. 341.26 (2m), the
department upon registering a vehicle pursuant to any other
7section shall issue one plate unless the department determines that 2 plates will
8better serve the interests of law enforcement.
AB701, s. 2 9Section 2. 341.15 (1) (b) of the statutes is amended to read:
AB701,2,1310 341.15 (1) (b) For any other vehicle for which only one plate is issued, to the
11rear, except that a plate issued to or for a municipality under s. 341.26 (2m), 1999
12stats.,
may be attached to the front of the vehicle if the design or use of the vehicle
13is such as to make a plate attached to the rear difficult to see and read.
AB701, s. 3 14Section 3. 341.26 (2m) (am) of the statutes is amended to read:
AB701,3,315 341.26 (2m) (am) A fee of $5 $10 shall be paid to the department for the original
16issuance of a registration plate 2 registration plates for any vehicle owned by this
17state or by any county or municipality or federally recognized Indian tribe or band
18in this state or leased to this state or to any county or municipality or federally
19recognized Indian tribe or band in this state, and operated exclusively, except for
20operation under s. 20.916 (7), in the public service by such state, county, municipality
21or Indian tribe or band. The registration shall be valid while the vehicle is owned

1and operated by the registrant or is leased to and operated by this state or by the
2county, municipality or Indian tribe or band, and the registrant complies with s.
3110.20 (6).
AB701, s. 4 4Section 4. 341.26 (2m) (b) of the statutes is amended to read:
AB701,3,65 341.26 (2m) (b) If a vehicle is replaced, reassignment of plate the plates to the
6replacement vehicle shall be made with payment of $1.
AB701, s. 5 7Section 5. Initial applicability.
AB701,3,98 (1) This act first applies to registration plates issued by the department of
9transportation on the effective date of this subsection.
AB701, s. 6 10Section 6. Effective date.
AB701,3,1211 (1) This act takes effect on the first day of the 7th month beginning after
12publication.
