AB87,1,3 1An Act to amend 36.11 (8) (b) and 38.14 (13); and to create 36.11 (8) (bm) of the
2statutes; relating to: parking on property under the jurisdiction of the
3University of Wisconsin System and technical college district boards.

This bill prohibits the board of regents of the University of Wisconsin System
and a technical college district board from charging a fine for a parking violation that
occurs during the period beginning on the first day on which final examinations are
administered in a semester and ending on the seventh day after the last final
examination is administered in that semester. The bill does not apply to violations
relating to parking for motor vehicles used by the physically disabled.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB87, s. 1 4Section 1. 36.11 (8) (b) of the statutes is amended to read:
AB87,2,55 36.11 (8) (b) The board Except as provided in par. (bm), the board shall
6establish fines for the violation of any rule made under par. (a). The institutions are

1authorized to collect such fines together with moneys collected from the sale of
2parking permits and other fees established under par. (a) and such moneys shall be
3paid into the state treasury and credited to s. 20.285 (1) (h), to be used only for the
4purpose of developing and operating parking or other transportation facilities at the
5institution at which collected and for enforcing parking rules under par. (a).
AB87, s. 2 6Section 2. 36.11 (8) (bm) of the statutes is created to read:
AB87,2,117 36.11 (8) (bm) No fine may be charged for a parking violation, other than a
8violation relating to parking for motor vehicles used by the physically disabled,
9occurring during the period beginning on the first day on which final examinations
10are administered in a semester and ending on the seventh day after the last final
11examination is administered in that semester.
AB87, s. 3 12Section 3. 38.14 (13) of the statutes is amended to read:
AB87,2,2213 38.14 (13) Parking regulations and fees. The district board may adopt
14resolutions regulating the parking of motor vehicles on property under its
15jurisdiction. The resolutions may establish a fee for the parking of motor vehicles
16by students, faculty, staff, and visitors and fines for the violation of any parking
17regulation. No fine may be charged for a parking violation, other than a violation
18relating to parking for motor vehicles used by the physically disabled, occurring
19during the period beginning on the first day on which final examinations are
20administered in a semester and ending on the seventh day after the last final
21examination is administered in that semester.
Nothing in this subsection requires
22that all users of the parking facilities be charged a parking fee.

1(1) This act first applies to parking violations occurring on the effective date
2of this subsection.
